Overview

The Government shall designate an entity that emits greenhouse gases in excess of the standard amount prescribed by Presidential Decree (hereinafter referred to as "controlled emitter"), and set and control a greenhouse gas reduction target to be attained within a commitment period prescribed by Presidential Decree, in consultation with the controlled emitter.


Introduced in 2011 following the enactment of the ‘FRAMEWORK ACT ON LOW CARBON, GREEN GROWTH’.

"Entity that emits greenhouse gases in excess of the standard amount prescribed by Presidential Decree" means a business entity whose annual average of total greenhouse gas emissions over the last three years is not less than 50,000 tCO2-eq or which has at least one place of business with the annual average of greenhouse gas emissions of not less than 15,000 tCO2-eq.

Propulsion system 

The controlled emitter prepares and electronically submits a statement containing its greenhouse gas emissions (tCO2-eq), is assigned a target for the next planning period by the competent agency by sector, and submits an "action plan" to achieve the target.

Schedule

① Publicly notified 
The sectoral competent agency appoints a management company, subject to confirmation by the Ministry of the Environment, which is the overall competent authority, and notifies it in the Official Gazette and invites appeals. 

② Submit a GHG emissions statement 
Each year, the controlled emitter submits an annual statement of GHG emissions and the status of the emitting facilities to the sectoral competent agency. 

③ Set a target 
The sectoral competent agency sets the controlled emitter's GHG reduction target for the following year and notifies the controlled emitter. The controlled emitter prepares and submits an action plan to achieve the goal by December.

④ Implement the greenhouse gas control targets 
 The controlled emitter implements greenhouse gas reduction and energy conservation goals. 

⑤ Evaluation and improvement order 
The sectoral competent agency issue remediation orders when they find that a controlled emitter's performance is not meeting targets or that its reporting is inadequate.
