GHG Target Management system in Public Sector 


Overview

It was introduced in 2011 with the enactment of the ‘FRAMEWORK ACT ON LOW CARBON, GREEN GROWTH’ which requires targeted organisations such as central administrative agencies, local governments, City/Do offices of education, and public institutions to set annual targets for GHG reduction and manage their performance. Targeted organisations must set annual reduction targets to reduce GHG emissions by at least 50 percent by 2030 compared to the average annual GHG emissions from 2007 to 2009 (baseline emissions).

Schedule

① Submit a reduction targets
Targeted organisations submit their reduction targets for the following year electronically to the National Greenhouse Management System (NGMS) by 31 December each year. 

② Review reduction targets 
The Minister of the Environment reviews the reduction targets submitted by Targeted organisations for adequacy. If, as a result of the review, it is deemed that the reduction targets are poorly drafted or are not appropriate for achieving mid- to long-term greenhouse gas reduction targets, the targeted organisation may be requested to improve or supplement the reduction targets. 

③ Implementing reduction targets
Targeted organisations implement greenhouse gas reduction and energy conservation goals. 

 Submit performance
Targeted organisations submit their emissions performance for the implementation year electronically to the National Greenhouse Management System (NGMS) by 31 March of the following year. 

⑤ Adequacy review 
The Minister of Environment reviews the performance results submitted by the targeted organisations on the appropriateness of the performance results, the accuracy of the calculation of GHG emissions for the year of implementation, and whether the targets have been achieved. Based on the review results, a comprehensive report on the performance of public sector target management is prepared and reported to the Carbon Neutrality Committee by 30 June each year.
